說 明:
一、 為促進公民參與公共事務及深化公私協力創新治理,數位發展部辦理「115年全國公民科技試驗場域推廣案」,以「Civic Action Hub 公民科技協力場」為核心精神,並以「用行動點亮公共創新(Light up Public Innovation Through Action)」為年度主題,透過地方政府、公民科技社群、數位人才及跨域夥伴共同合作,運用數位科技回應公共議題需求。
二、 本年度計畫聚焦「科技防災」,以地方政府第一線實務需求為題,遴選4項地方議題,邀請青年學子及具數位服務、公民科技、資訊工程、設計或其他跨領域專長之人才參與,透過創意發想、數位工具開發及場域驗證,將創新構想轉化為具實際應用可能之公共服務方案。議題如下:
(一)南投縣政府-「全民災情通報與視覺化平台」。
(二)基隆市政府-「防災士培訓報名平台」。
(三)苗栗縣政府-「志工與物資管理工具」。
(四)新北市政府-「弱勢機構災情即時回報平台」。
三、 本計畫採「數位轉型輔導顧問」與「創意生力軍」協作模式,由執行單位安排數位轉型輔導顧問共同參與。創意生力軍不限科系及專業背景,得採個人或團隊方式報名;成員無國籍限制,惟須持有合法在臺居留證明。未滿18歲之參賽者,須取得法定代理人書面同意。
四、 本計畫預計遴選4組開發團隊,每組提供新臺幣30萬元等值禮品(券)作為參與獎勵。獲選團隊將與合作縣市政府進行實務協作及場域驗證,相關開發成果並依「公共程式標準(Standard for Public Code)」相關規範辦理,以促進公共數位成果之共享及後續擴散應用。
五、 報名自即日起至115年8月19日(星期三)中午12時止,採線上方式辦理。經文件初審核可之團隊,將受邀參加115年8月25日(星期二)於t.Hub內科創新育成基地舉辦之「團隊決選暨縣市合作儀式典禮活動」,進行現場提案評選;獲選團隊後續將與合作縣市政府展開場域驗證及開發協作。
六、 敬請貴校惠予協助將本案招募資訊轉知校內相關院、系、所、學程、創新育成單位、學生團隊及社團,並鼓勵對公共議題、數位科技、防災科技、資訊應用、設計及社會創新有興趣之學生踴躍組隊或個人報名參加。

Enclosed is recruitment information for development teams and creative newcomers for the Ministry of Digital Affairs’ 2026 National Civic Technology Testbed Promotion Project – Civic Action Hub. Please assist in announcing the information and encourage students of your university to register and participate.

Description:

1. To promote civic participation in public affairs and deepen innovative governance through public-private collaboration, the Ministry of Digital Affairs is implementing the 2026 National Civic Technology Testbed Promotion Project. Centered on the spirit of the “Civic Action Hub” and under the annual theme “Light up Public Innovation Through Action,” the project encourages collaboration among local governments, civic technology communities, digital talent, and cross-disciplinary partners to address public issues through digital technology.

2. This year’s project focuses on “technology-enabled disaster prevention.” Based on the practical needs of local governments, four local issues have been selected. Young students and individuals with expertise in digital services, civic technology, information engineering, design, or other cross-disciplinary fields are invited to participate. Through creative ideation, digital tool development, and field validation, innovative ideas will be transformed into public service solutions with practical application potential. The selected issues are as follows:
(1) Nantou County Government: Public Disaster Reporting and Visualization Platform.
(2) Keelung City Government: Disaster Prevention Volunteer Training Registration Platform.
(3) Miaoli County Government: Volunteer and Supplies Management Tool.
(4) New Taipei City Government: Real-Time Disaster Reporting Platform for Disadvantaged Institutions.

3. This project adopts a collaborative model between “digital transformation consultants” and “creative newcomers.” The implementing unit will arrange digital transformation consultants to participate in the collaboration. Creative newcomers may register individually or as teams, regardless of department or professional background. There are no nationality restrictions; however, participants must hold valid proof of legal residence in Taiwan. Participants under the age of 18 must obtain written consent from their legal representatives.

4. The project is expected to select four development teams, with each team receiving rewards equivalent to NT$300,000 in gifts or vouchers. Selected teams will collaborate with partner county and city governments on practical development and field validation. The development outcomes will be handled in accordance with the Standard for Public Code to promote the sharing and further application of public digital outcomes.

5. Registration is open from now until 12:00 noon on August 19, 2026 (Wednesday), and shall be completed online. Teams that pass the preliminary document review will be invited to attend the Team Final Selection and City-County Collaboration Ceremony on August 25, 2026 (Tuesday), at t.Hub Taipei Innovation Base, where they will present their proposals on site. Selected teams will then proceed with field validation and development collaboration with partner local governments.

6.
